This is a nice effort, I think. I can definatly tell somebody is a fan of 3x3 eyes! I mean look at those eyes, I bet I can tell you the pic you used for reference too....hehehe well anyway it is a nice picture and there is nothing wrong with referencing pictures especially when you're learning! The colours are cute, I like the sun-like shape the character is set against but I don't feel the pink bits are helping the picture much. Perhaps something like a small border that is red and orange would help balance it more. All the same it's a good effort, so keep it up!
