Made with The GIMP under WinXP. The GIMP has many 'tools' to create interesting images, this image combines several of those to create this look.

Artist Reply: Bianca - THANK YOU SO MUCH :D I wanted it to have some depth and yet still be the brilliant 'alien' green... used the black background to enhance just how bright the green is :D
