Like a lot of words, dreamer has been used and abused by the current drop of bipeds. And I am not necessarily referring to the Stephen Foster song, even though it's a good one. I still think it is one who lives in a world of fancy and imagination. I don't think you have to be a Walter Mitty type though, just someone who has a dream and manages to keep it alive over the course of his life.
