The lights in the centre are from Hound Point - a gas and oil loading platform. That's as far up-river as the big tankers can go due to bridge height and presumably draught also. The lights on the north coast behind the first pier of the bridge are from the recently created town of Dalgety Bay - just a few dwellings until the 70s when a building explosion took place.
