i guess...break it down into basic shapes first...make oval for head..divide it up...make features shapes..add detals last...study drawings u like to figure out what works proportion wise...and just practice:)

I have that same problem sometimes. All I've learned is... DO THE HEAD FIRST... or your person will come out to look chibi-ish. T.T

When I draw in the shoujo anime/manga style, i.e. the style you are referring to, I tend to start by blocking where I want the head to be with a distorted egg shape, then I drop a vertical guidline for the line of the nose and a horizontal guidline to define the bottom most edges of the big eyes. This helps me quickly establish proportions and the tilt of the head. Then I block out circles or eggs for where I want the eyes to go. By playing with these blocks, you can get the placement right before you start on the detail work that creates those big, beautiful, doe like eyes that we love so much in shoujo style anime and manga.

I followed all of those steps to design this little guy. (Isn't he cute?) ...inspired by Chobits...

Why don't you draw you eyes first and then draw the head leaving room for the features if you need to get a bigger piece of paper work on down sizing your eyes but since you are better at the big ones work with them not against them. it is like my horse drawings (i should post them) i always start at the hoof and work my way up because the other way around everything gets deformed.
