find/hire the model/'victim' get them to sign along with their model release a form submitting in some language the fact that they agree to allow you to take 'emotive response' photographs of their person for your use (which you can specify).

how much of a shock are you going for ? like somebody jumped out and scared me shock or hey i just found a bloated corpse shock ?

the setting and setting up would be up to you the photographer to arrange according to your needs i think my above paragraph should help keep you in the clear from a legal standpoint perhaps or at least would be a good start.

Or if you just want to try a photo-journalist view....bigger telephoto and hope to be in the right place at the right time.
