Herbert Hoover, a Republican and 31st president of the U.S. (1929-1933), is generally considered to have been an ineffectual leader and is ranked in the bottom one-third of presidents. In a different era he might have been more successful, but when the stock market crashed in 1929, he was too rigidly conservative to react adeptly to the subsequent "Great Depression" and served only one term, losing to FDR in 1933. He died in 1964 at age 90, many years after his presidency.
