This painting based on another villainess from my favorite contemporary cartoon series. She doesn't have dreads, but the outfit is pretty close. Do you know which cartoon she is from? One of the cool features of this painting is that behind her there's a burning zeppelin-type airship and a biplane that is on fire and going to crash. That probably explains while she is looking so sassy and proud of her handiwork.
