This is an inked line drawing of a character made for a G.I.Joe RPG and fan story. He would be a great sniper except for the fact that he likes the see the reaction of the people he cases just before he takes his target out. So he opted to become a field information officer for a G.I.Joe team, that gives him the chance to sneak around and generally be creepy.
