You are correct in udtnrsnaeding what has been happening with the illegal actions of HOA management. The new efforts by the crooks in this business is to try and stop the DORA recommendation that all Property Management Companies have a Property Manager licensed under DORA just as Real Estate Managers and Insurance Brokers. To try and stop this requirement the CAI and some State legislatures are trying to convince mediation is a better way to solve the problems with crooked Property Managers instead of licensing the Managers. WRONG mediation is easily control by a mediator hired because he is in favor of a Property Manager in an HOA dispute. The only way to clean up the crimes committed by HOA management and lawyers is to license all Property Managers and make them follow a set of rules as decreed by DORA. Anyone promoting mediation is working for the CAI (Community Association Institute.)
