Artist Reply: Hello Teresa, Most government establishments fly the USA flag during business hours but due to the cut backs in their budgets they don't always take care or replace the flags like they should. I can't remember if this was in Oakland or San Francisco but it is becoming typical of many state and federal employees. Thanks for looking, George
