Thanks to Dave's Garden Newsletter, I now know the name of this neat plant: Mulla Mulla, Ptilotus exaltatus, commonly called showy foxtails. It is a drought tolerant plant from Western Australia. This was found growing in Denton, Texas next to the IOOF cemetery.
