Dour Dower

This is an historically accurate portrait of a Welsh housewife in Welsh national dress in 1885. I would love to know the history behind that rather odd hat, apparently worn indoors by all Welsh women at that time! The title is composed of two homonyms--dour, the word that means "relentlessly severe" or "gloomy" and dower, the word that means "that part of a deceased husband's property that goes to the widow for her lifetime." Doesn't she look like a gloomy widow?
