We have a similar looking bug here in Indiana usually referred to as a stink bug. They can be found in rotting wood and they can be found in new construction also. They are a relative of the Powder Post Beetle which destroy wood even after kiln drying. You can not treat after they start boring out. If you bang on the timber and powder come out of the holes it is an indication they were present when the building was put up.
