One thing different about the burrowing owl is their habit of planting scat (animal dung) close to the burrow (this one pre-existing) to attract insects as prey - see lower image.

Screech Owls main stay are mice, rats, small snakes and toads. A Screech Owl will fit in the palm of your hand. This looks like it is a little bigger.
